Of Sebring, Fla., and formerly of Apalachin, N.Y., died Thursday, Aug. 25, 2005, at St. Joseph's Hospital in Elmira, NY. He was 83. Phil was born Jan. 2, 1922, the only child of H. Damon and Irene Randall. He spent much of his childhood in Sayre, Pa., graduating from Sayre High School in 1939. He and his wife, Constance, raised her family in Apalachin. In retirement, Phil and Connie lived in Cudjoe Cay, Fla., and later Sebring, but always loved returning "home" to upstate New York for the summer. At the time of his death, he and Connie were spending the summer in Montour Falls, where they could be near the Finger Lakes that they loved. Phil served in the Army Air Corps. during World War II and worked as a young man at Ingersoll-Rand, but he spent most of his career at IBM-Endicott. He retired in 1972. Phil's strong Christian faith and warm personality filled his life with many friends and meaningful conversations. His relationship with Jesus Christ, his wife, and his family were his most valued possessions. He is survived by his wife, daughter-in-law, Janet Randall and Ed Racht of Boblingen, Germany; daughter Cathlyn Gable of Pittsburgh, Pa.; daughter and son-in-law, Margaret and Ross Quarles of Huntsville, Tex.; daughter and son-in-law, Patricia and W.G. Woltman of Sebring, Fla.; son and daughter-in-law, Philip and Gay Randall of Anderson, S.C.; grandchildren, U.S. Army Medic Jonathan Viksne, serving in Mosul, Iraq, Jennifer Viksne of Eugene, Oreg., Marc and David Quarles of Slidell, La., Michael and Christy Gable of Pittsburgh, Pa., Andrew Randall of Anderson, S.C., and Christian Woltman of Sebring, Fla. He is also survived by three great-grandchildren.A memorial service and interment in the veterans' section of Woodlawn National Cemetery in Elmira will be held at a later date.
