Richard B. Owens Age 88, of Elmira, NY, passed away on Saturday, September 9, 2023 after an extended illness. He was born on December 5, 1934 in Elmira, NY, the son of the late William and Mary (Van Gorder) Owens. He was an U.S. Navy Veteran. Richard and his life partner, Nikki Lumbard, enjoyed ballroom dancing. Private services will be held at a later date.
